Rudy on Guns and the NRA

The 2nd Amendment to the Constitution states:

"A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed."

Rudy Giuliani's city (NYC) will allow some people to have guns in one's home, after they send several hundred dollars to the city along with many other hoops they must jump through. Now, do you think those laws are hindering the ability of New York City's Militias?
